Jessica R. Mangum was born and raised outside of Baltimore, Maryland before moving to Virginia. She attended Radford University where she received a Bachelor of Arts in Education, followed by a master’s in library science from Eastern Carolina University. After a successful career in public education, Jessica was awarded her law degree from the University of South Carolina School of Law. Thereafter, she served as a law clerk to the Honorable Deandre Benjamin in the Fifth Judicial Circuit before joining the City Attorney’s Office for the City of Columbia as a prosecutor and assistant city attorney. As the chief prosector for the City of Columbia, she tried and won countless jury trials and built a strong record in the successful prosecution of impaired driving cases. In recognition of her achievements in impaired driving prosecution, Jessica was also awarded the MADD Barry Barnett DUI Prosecutor of the Year award for South Carolina from Mothers Against Drunk Driving.
Jessica also represented the City of Columbia in civil litigation and handled a broad range of cases, including personal injury and civil rights matters, and successfully argued and ultimately prevailed before the South Carolina Supreme Court. After several years of criminal prosecution and civil litigation, Jessica served as the police advisor to the City of Columbia Police Department prior to her appointment as the Chief Administrative Judge for the City of Columbia Municipal Court. Following her service as the Chief Administrative Judge, she joined the Law Office of Joshua P. Golson, LLC.
Jessica’s practice focuses primarily on civil litigation, with an emphasis on personal injury, wrongful death, and civil rights litigation. With a strong background in the prosecution of drunk drivers, impaired drivers, and similar civil litigation, she is uniquely situated to continue her work to seek justice for drunk driving victims, as well as victims who have suffered injuries from the negligence of ride share operators in Uber accidents and Lyft accidents, as well as car accidents, truck accidents, tractor trailer accidents, and traumatic brain injuries.
She also works tirelessly to provide aggressive representation to victims who have suffered civil rights violations and injury from police pursuits, excessive force, false arrest, prison abuse, and other civil rights claims.
Jessica also accepts on a case-by-case basis a wide range of other cases, including medical malpractice, nursing home abuse and neglect, day care abuse, burn victims, and other matters.
Jessica is admitted to the South Carolina Bar, the United States District Court for the District of South Carolina, and the United States Court of Appeals for the Fourth Circuit. She is a member of the South Carolina Bar Association as well as the South Carolina Association for Justice.
